I now see plans have been resubmitted for construction of a dwelling on this plot, following refusal of the initial application.

The plans have been amended following the many concerns of residents and also the Planning Committee. However, whilst the new Design & Access Statement gives background to the difficulties faced by the developer, much of this is neither specific, nor material to this single planning application.

Indeed, it makes reference to the unforeseen financial implications for Sowerby Homes regarding development of the whole site. The fact that these risks were not identified beforehand is not the responsibility of planning. It is one of the major risks that any developer takes when choosing to purchase and develop a new site.

There is one paragraph that may irritate the local community of Nocton Park, given the history of this development: 'Without this approval, who is going to make up the resulting shortfall to complete the roads, footpaths and landscaping along Wegberg Rd?'.

Given that the whole length of Nocton Park Rd has yet to receive a final surface finish, despite the completion of Phase 1 & 2 of the development, this could be perceived as a threat to the many residents who have already been inconvenienced by living on a perpetual building site - if this particular application is not granted. On the other hand, it could just be an innocent question by a concerned developer.

You may like to be reminded of the difficulties faced by residents to date.

It will be interesting to see how the Planning Officer and Committee (if the application is called-in) will view this resubmission, particularly when the developer's advance opinion in the Design & Access Statement is that: 'Highways and Planning support the application'!

It will also be very interesting to see when/if the access roads ever receive their much needed top surface, to bring final completion to this whole development.
